Among the APA Congress attendees were Payslips', Fidelma McGuirk, Aneta Dobrowlska, Caroline Keane and Daniela Barbova.
Throughout their time at the event, they noted two key topics that dominated the conversation at the congress, the impact of BREXIT on multi-nationals and GDPR coming into force on the 25th May 2018.

Last week, Payslip had the pleasure of attending the American Payroll Association (APA) Annual Congress in National Harbor, Maryland.
On Wednesday, we enjoyed joining the panel at The State of Global Payroll: Facts, Fears and the Future for Your Organisation. Great vision represented by Ian Sparrow, Vice President for Global Payroll at ADP, and interesting thoughts on the changing role of the Payroll Professional by Sian Odgers of ActivPayroll. Our own Fidelma McGuirk talked to the CFO need for independent reporting and insights, as well as how to use Art. 28 of GDPR to safeguard your payroll provider contracts. - Very interesting discussion about the inherit risks of vendor management and aggregator models at Can you afford the Global Payroll Compliance Risk? Great insights from Sian Odgers, Business Services Director for activpayroll and Max van der Klis-Busink, Payroll Manager in the Netherlands for Shell International BV.
- BREXIT: The long divorce and insights into processing international payroll - As a major destination for American foreign direct investment in Europe, UK payroll and the impact of Brexit demanded a full house for Tim Kelsey, International Payroll Consultant at Kelsey's Payroll Services Ltd.
- As a thought leader on UK and International payroll, Tim walked through the serious implications for social security and national insurance contributions in the UK and its relevance for social security contributions to Europe.
- Payroll in France - While France is often considered one of the three most difficult jurisdictions in which to practice payroll, this practical session explained the basics of social insurance contributions, as well as many other employer funds and the interaction of payroll administration with collective bargaining. The preview of the new French tax withholding scheme commencing in 2019 was very useful.
- On Thursday, the Changes and Implications in Global Compliance was very useful, discussing best practice for impact assessments of legislative changes, interpretation of legal changes and how to minimise the challenges of payroll and tax changes.
Plenary Sessions
We had a great welcome ceremony on Tuesday, led by Dan Maddux, Executive Director, American Payroll Association, Sandra Doherty CPP, Immediate Past President, APA and John Raguz,CPP, President APA.
The International Guest Panel during lunch was very interesting, with Eira Hammond FCIPPdip, Board Chair, The Chartered Institute of Payroll Professionals; Lavinthra Haripersad, Chair South African Payroll Association; Frank Lilley, CPA, CGA, Chair, The Canadian Payroll Association, and Jason Low, CPS, Head of TAPS, The Association of Payroll Specialists in Australia. Dan Maddux, as MC, had his work cut out for him with the international banter and competition, especially between Frank Lilley of Canada and Jason Low of TAPS. There was universal agreement that their Hot Line services were the most availed of in each country, confirming the needs of employees and their payroll managers across the world to have professional expertise available to them to ensure a good employee payroll experience.
The showstopping talk on Wednesday, organised and sponsored by Workday, by Steve Spangler on The Science of Engagement, was great fun, www.stevespanglerscience.com. Steve talked about how the experience overrides all other forms of retention and engagement, and that we need to consider the experience for the customer, our colleagues, our teams in order to ensure long term engagement. While this talk might sound familiar, Steve’s chemical experiments drove the message home in a very memorable way.
